I wonder how come LZ never thought about starting your own business here? Since you have legal stay here in holland, you can spend half a year mastering Dutch, then start your own design bureau or fashion design company. Since it is very easy to register for a company, you can start by getting on some freelance work, and gradually enlarge your network.
A very good friend of mine studies industry design. He is korean, but was adopted by dutch parents. He always tell me how different european design is comparing to american and asian. But that doesn't mean there is no room for asian designers in europe, i would think some freelance work won't be that hard to find...
