You can get sofi number directly with your ID card.
But u must make a reservation first. It will take couple of weeks.

They may not know that, because it's a new policy. I think u don't need work permit. Just ask the secretary to handle it. They could call IND and have the forms filled in for u.

今天去city hall拿了我的sofi number 乐，花了8块3 打印了一个证明。。。。。。。。
