全篇所涉及的名词解释：

Onbepaalde tijd, permanent residencepermit, 永居，长期居留，永久居留除无特殊说明所指均为同一概念，均指无限期的荷兰居留，效应如同大家耳熟能详的美国绿卡。

第一章：申请前须知

和bepaalde tijd的居留身份相比，拥有长期居留的好处主要有 [1]：
•        一次五年的id, 五年以后只需41欧更新，不需重新发申请。也就是说到时候不用准备材料，直接能再拿5×n年，无须跟IND这个无休止的噩梦再打交道。
•        可以在其他欧盟国家居住6年以内，非欧盟国家1年以内，无须担心荷兰居留问题。
•        买房有便利，可以申请0.2%的国家补助，收入较低的可以申请koopsubsidie，收入相对中等的可以申请starterlening（注：无永居也可买房，但是申请贷款相对困难些）。
•        随便工作，不需再申请工作许可。

和荷兰护照相比:
•        持有永居之人在荷兰没有选举权和被选举权。
•        可以自由往来中国，无需签证。
•        针对其他国家签证，与持有永居无关，该签还得签。
•        还是中国公民，生育政策遵循中国法律，如果永久归国，需要缴纳超生罚款（夫妻双方均为独生子女的除外 [2]）。

和欧盟永居（即卡的背面有EG-langdurig ingezetene字样）相比：
•        在其他EU国家工作，仍需申请工作签证。

第二章：申请永居的条件

1.        在荷兰合法连续居住至少五年 （居留开始的时间以在市政厅注册的时间为准）；
2.        从2010年1月1日开始，申请永居需要提供荷兰语考试证书 civic integration examination。 【1】
3.        目前持有非临时目的的签证，（临时目的包括：学习，探亲，访友，治疗，找工作等）即通常所说的工作签证及家属团聚。
a.        如果所持为工作签证，则或者持有有效期至少一年的工作合同，或者少于一年大于六个月的工作合同（此种情况申请时需要提交申请日前三年的工资证明）。
b.        如果所持为家属团聚签证，则配偶持有有效期至少一年的工作合同，或者少于一年大于六个月的工作合同（此种情况申请时需要提交申请日前三年的工资证明）。
c.        在过去的四年里没有犯罪，没有超过680.76欧以上的罚款 【2】。

备注： 其实也就是申请时至少已经工作了3个月，并还有一年的工作签证。

van € 453,78 of meer. Uw verzoek wordt

第三章：申请永居需要准备的资料

•        Signed “Aanvraag formuliar” (three pages, including page 1, page 3 and bijlage fotokaart) (相片要求6个月以内荷兰照相馆所照) (表格下载地址为：http://www.ind.nl/Images/web-6009-m35d-nl_tcm110-323484.pdf)已经更新 2011.01.28;
•        A copy of passport (all pages) (护照所有页复印件);
•        A copy of “Verblijsfsdocument” (当前所持有ID的复印件);
•        A copy of three months salary slips (最新三个月工资单的复印件，如果满足少于一年并大于六个月，则需要提供过去三年的工资单复印件);
•        An original copy of GBA, stating your current address and your married status (有效期小于六个月);
•        A copy of insurance statement in the current year (医疗保险证明);
•        Signed “Bijlage werkgeversverklaring” from your current employer (公司出具的工作证明，在申请表格后面的一页上);
•        A copy of contract (工作合同复印件，证明还有一年以上合同，或者至少六个月的合同);
•        A signed copy of Nederlandse diploma (经证明过的荷兰语证书的复印件) 【1】


注【1】： 这个diploma必须是经过IND证明的，也就是说去IND把证书原件给工作人员看，IND工作人员在复印件上盖上IND的章和工作人员的签章，证明复印件是真正原件的复印件。

第四章：
申请过程中所需花费及时间问题

申请永居申请寄往地址如下：
Immigratie- en Naturalisatiedienst
Postbus 293
7600 AG Almelo

花费：
申请费 201欧，2009年11月15日开始，申请费为401欧，无论批准与否，都得交，这个是IND处理你申请的前提条件。【1】

时间轴：
以申请人邮寄材料的第一天为第一天；
材料入IND的系统一般是第三天；
再十天到十二天，也就是第十四天左右收到交钱的通知，大家最好用网上转帐，快；
再过十四天左右，也就是第28天，收到ind的批准信；
再过5-10个工作日，也就是第35天-40天之后，永居卡就到手啦～～～


荷兰永居批准信的字样：
在第二页有如下字样，则荷兰永居申请已被批准：

一共收到两张纸，第一张纸写的是欧盟永居，学习时间折半，算完是一个时间把学习时间折半然后相加得出一个时间，然后第二页就写根据某某条款你的荷兰永居怎么怎
么样的。如果要是批了的话，会有一个wel字体加粗的字样的。然后下一段就是让你再等一封信，通知你什么时候拿卡，带什么东西之类的。
具体就是这句话：
Om die reden komt u wel inaanmerking voor een verblijfsvergunning regulier voor onbepaalde tijd opnatinale gronden.

之后的那段话就是：
Verblijfsdocument ophalen

Nadat de IND een verblijfsdocument voor u heeft gemaakt, ontvangt u eenuitnodigingsbrief. in deze uitnodigingsbrief staat aangegeven waar en wanner uuw verblijfsdocument kunt ophalen en welke gegevens u moet meenemen.

Om de afwikkeling van deze zaak zodoelmatig mogelijk te laten verlopen, verzoek ik u deze brief af te wachten enniet tussentijds contact op te nemen met de IND.

Het verblijfsdocument dient door u in persoon te worden afgehaald.

bij het afhalen van uw nieuwe verblijfsdocument dient u uw huidige (verlopen)verblijfsdocument in te leveren of (een kopie van) een proces-verbaal vanaangifte van vermissing van uw huidige (verlopen) verblijfsdocument te tonen.

Denkt u eraan een geldig legitimatiebewijs mee tenemen!

第五章：
荷兰永久居留和欧盟永久居留的计算方法

永居的时间计算公式为[4]：
荷兰永居为：
学生M 年签证 + 工作N年签证＋Ｘ年家属团聚签证 =M+N＋X年居住时间；
欧盟永久居留为：学生M 年签证 + 工作N年签证＋Ｘ年家属团聚签证 = M/2+N＋X年居住时间.


荷兰永久居留和欧盟永久居留的申请表格是一样的，IND先考虑你的申请是否符合欧盟永居的条件，如果可以，即直接发给ID卡背面带有EG-langdurigingezetene字样的欧盟永居卡，如果不满足条件，则再考虑是否满足荷兰永久居留的条件。

第六章：
保持永居及更换永居卡所需资料及时间问题

关于保持永居卡的IND官方答复如下[3]：

With a permanent residencepermit you can stay outside theNetherlandsand outside the EU, EER and Switzerlandfor not more than 12continuous months. When you stay inside the EU, EER or Switzerland you can stay outside the Netherlandsfornot more than six continuous years. When you stay under these terms you willbeable to keep your permanent residence permit. But when you stay in thecountryof the EU and you apply for the status EG-long term resident in thatothermember state you will lose your Dutch permanent residence permit. Youcanretrieve it by submitting an application in the Netherlands for retrieval within12months after losing the Dutch status.


Whenyou stay away longerthan 8 months you will have to deregister in the municipaladministration. Stayingin the Netherlandsjustmeans that you are living in the Netherlands. Staying outside the Netherlandsmeans that you are not living in theNetherlandsanymore. You should get a healthinsurance in the country where you live.


Torenew your permanent residencepermit you should fill in the attached form. Inthe form you can also find thedocuments you need to show. When you live abroadand are not registered in the Netherlandsyoucannot extend the permit at that moment. Upon return you can apply for thenewresidence card.

五年之后在ID过期之前三个月可以申请续ID，填写如下表格：

一般情况新ID会在六周之后做好，无需任何其他费用。
从2009年11月15日开始，换领新的永居ID的价格为 41 欧。 【1】

申请续ID所准备的资料有:

What are the advantages of a permanent residence permit?
A permanent residence permit gives you more rights and guarantees thana temporary residence permit. If you wish to take out a mortgagebecause you want to buy a house, mortgage lenders will often ask to seea permanent residence permit. With a permanent residence permit youwill no longer have to meet the specific conditions of a purpose ofresidence and you will no longer need to extend your residence permit.
The permanent residence permit must be renewed every 5 years. There is no fee for this.
It is up to you to decide whether you wish to apply for a permanent residence permit.
If I do not have a residence document, will I still be accruing rights for a permanent residence permit?
No, you must have had your main residence in the Netherlands for 5years and you must have held a valid residence permit for 5 years.
The only exception to this is if you are an EU national. Pursuant tothe EU Treaty, EU nationals have an immediate right of residence andare therefore not obliged to hold a residence document. EU citizens candemonstrate their lawful residence in a different way.
If I move to another country can I keep my residence permit?
If you have a permanent residence permit, you are permitted to residein another EU country for a maximum of 6 years. You are permitted toreside outside of the EU for a maximum of 12 months.
I have a residence permit for study purposes: can I apply for a permanent residence permit?
No, you are only eligible for a permanent residence permit if, at thetime of the application, you hold a residence permit for anon-temporary purpose, such as family reunification, employment andre-entry.
I have committed an offence and have received a sentence. Can my residence permit be withdrawn because of this?
Inprinciple, this may be grounds for withdrawing your residence permit,but it depends on the sentence you have received and the total durationof your stay in the Netherlands.
What is the difference between holding a permanent residence permit and having Dutch nationality?
Having a permanent residence permit does not make you a Dutch citizen.You are not entitled to a Dutch passport. You do not become an EUnational. Having Dutch nationality also entitles you to vote in Houseof Representatives and Provincial Council elections.
As a Dutch citizen you are entitled to assistance from Dutch Embassiesabroad. If you move abroad permanently, your permanent residence permitwill be withdrawn (see the question: will my residence permit bewithdrawn if I move abroad?). If you are a Dutch citizen, you canreturn to the Netherlands after a stay abroad.
If you apply for Dutch nationality, you must, in principle, renounceyour original nationality. This is not required if you are applying fora permanent residence permit.
Am I permitted to work if I have a permanent residence permit?
Yes, you are free to work in the Netherlands. You are free to choose anemployer, you are permitted to work on a self-employed basis and you donot require a work permit.

永居ID卡的正面文字：
在Type Document:
II  第二类，即永久居留   I 第一类，为临时居留

永居ID卡的背面文字：
在Bijzonderheden：
Arbeid vrij toegestaan. TWV niet vereist.  
字面翻译即为：Labor  free allowed. Work Permit is not required.
所以是可以自用找工作的，不需要申请其他任何的工作许可。

ind关于工资收入的回信（49楼）：

TheIND works with a net income per month forthe income requirements(except for the highly skilled migrants). The netincome requirement fora permanent residence permit is € 609.83 net per month,excluding theholiday allowance. If he has a partner that has income, theincomes ofthe partners can be added up. In the situation they should have atotalincome of € 1219.67 net a month excluding holiday allowance.

所以说不算休假金，一个月税后609.83就可以申请PR了。
