can km holder apply for the inburgering dutch course?

i am a phd student holding km id in rotterdam.
i went to the city hall to ask if i can apply for that inburgering gratis dutch course, one lady there told me that the people holding km id is not entitled to apply for that course. is that true? or she was just not in good mood and didnt want to process my application.
sorry the computer in the lab only support english.
