It's one of those International Education institutes

The Netherlands has 15 higher education institutions devoted specially to International Education, or IE. The IE institutes feature development-oriented education in a wide range of fields and on different levels. The possibilities vary from short courses to PhD degrees.
Most courses are for a diploma or master's degree, however. Mid-career professionals from developing countries are the main target group of the IE institutes. Both students and teaching staff come from countries all over the world.
Dutch IE institutes have been offering courses taught in English since the early 1950s. At first, the courses lasted between a few months and one year and were concluded with a diploma. But in the 1970s Dutch development policy changed and the IE institutes shifted their focus more towards helping universities overseas to build up their own capacities. They began to cooperate within a worldwide network of institutions and to diversify their own work to include more research and consultancy. At the same time they updated and upgraded the courses offered in the Netherlands.
Gradually, short diploma courses were replaced by a growing number of more advanced academic courses. Most last approximately 18 months and end with a master's degree, but some IE institutes even offer PhD possibilities, usually in partnership with a regular university.


Degrees and curricula at the institutes for International Education

All programmes and courses offered by an Institute for International Education are conducted in English. They vary in length from three months to one or two years. In most cases, students are required to have completed a programme of higher education in their own country. Usually this is a bachelor s degree or its equivalent. The longer International Education courses lead to a master's degree. Some of the International Education institutes have made an arrangement with a Dutch university by which students can go on to pursue a doctorate after earning their master's degree.

for such institutes, the quality of master programs are ok since they are supported by UN (culture, science, and education section). But for Ph.D program, they need to cooperate with Universities to issue the degree. Just like ICT in our city, offcially that institute belongs to our university but actually it is operated as an independent unit.

就是国际学校,学费不便宜

学费是6000欧元，我觉得还能接受。相比有些学校的硕士课程要收10000多欧元，还算便宜的。
