比利时的教授没啥权力吗？

看到某教授现在招有奖学金的博士，不是职位的那种。就询问了一下，他说我要申请他的博士的话，可以申请学校的奖学金，我说我的英语成绩不够，他说他也没有权力决定什么样的条件才符合。于是，我说我这里可以申请到CSC的奖学金，问他能否发个offer。他说他也没有这个权力。到底咋回事？
教授来信如下：
In principle I would be happy to support any worthwhile submission of a doctoral project. However, to decide about you particular request I will need much more information concerning your previous academic record. At any rate, please note that for any doctoral project supervised by me a degree in 某专业  is required. If you have obtained a substantial number of credits for philosophical subjects, the doctoral commission of the Institute of Philosophy may perhaps, exceptionally, grant you permission. But chances are very slim. At any rate, the decision is not mine; it is the doctoral commission which decides on all doctoral projects.


然后他说要我发个CV给他。教授的意思是不是说我还是有希望的？


第一次和国外教授联系啊，不知道咋弄。有知情的指点一下。

觉得拒的很委婉了哦

这种写法的回信我看了不知多少回了,全是refusal的委婉说法。再给他们写信就基本不给回了。

后来我就干脆自己加一句“If no reply from you in 3 weeks, I will regard it as refusal”

I am not familiar with the CSC-procedures; but I would urge you to consider improving your English (and perhaps obtain a higher score on the tests) before coming to Europe. Participation in European academic life does not require faultless English (mine isn't either), but it does require a certain fluency.
我是不是要给他发个CV啊，还报些希望。

建议lz还是发份吧~ 不发就是完全没戏，发了说不定会有机会，而且发份CV又没损失。
另外，奇怪LZ为什么不直接申请这个教授所在项目能提供的奖学金而是提出用CSC的钱呢？

这个学校的奖学金要求英语较高，我达不到要求嘛。而且现在时间也来不及考了。
所以我就问问我申请CSC的话，看他能不能带我。
我觉得还是发份比较好，虽然不抱多大希望。
