True, several prominent economists have shown their pessimism on Chinese economy. The three horsemen of China's growth, export, investment and internal demand: at least two of them are in serious trouble, the other one is a question mark.

But given the fact that china possesses enormous foreign reserve and the major influence on economy retained by the government, China can still boosts its economy in many ways (e.g huge infrastructure work). Sure, the sustainability of its long-term economy growth depends on the undergoing economic reform.

However, a considreable part of the 4 trillion economic stimulus plan comes out of the old budget. Investment in infrastruture can be a positive for economy in the short-term, like Obama's plan also includes a large amount of infrastructure investment. But perhaps it is the best and last chance for China to switch the focus on domestic comsumption from relying on investment and export, which as you implied, change the economic structure. Unfortunately, the opportunity seems to be fading away...
