问个弱弱的问题，关于年龄计算

我看到好多博士都有年龄要求，问下，这个年龄是怎么计算的？

比如我1983年出生，现在2007年，我应该24岁？还是25岁？

Requirements
The candidates are expected to have a background in theoretical physics and be not over 26 years old

不超过26岁，我2008年才能拿到硕士学位，这种要求有几个能达到的阿。

it is calculated to the exact date. and it should be the age when you apply or the application is accepted.
