Questions concerning Residence Permit and ID

I have submitted my papers for the application of my residence permit...
But unfortunately, I forgot to bring with me the legalized bircertificates.
I am not sure if my application could be sucessful..., but I did get a sticker on my passport from the local mulicipality.

1) Anyway, anybody here can tell me what's the difference between living in Holland with and without a residence permit?
2) When the application is sucessful, will a so-called ID card be issued whick may be necessary for the traveling to other shengen states?

3) If I only have such a sticker from the municipality, can I travel to other shengen states via my passport while not applying for a new visa?
