Exemption
There may be exceptional circumstances preventing you from taking the civic integration examination. You can request to be exempt from the civic integration requirement. When you are exempted from this requirement, you are no longer obligated to take and pass the civic integration examination.
You are eligible for exemption in the following circumstances:
Medical reasons. You have a psychological, physical or mental disability preventing you from taking the exam.
The IND can exempt you from taking the examination due to medical reasons. You will then need to turn to a medical physician from Argonaut. The doctor will examine you and provide his recommendation to the IND. Based on his findings the IND will determine if you can be considered for a medical exemption.
The municipality (applicable if you had to fulfil the civic integration requirement before 1 January 2013) or DUO (when you had to fulfil the civic integration examination after 31 December 2012) has already exempted you from taking the examination due to medical reasons. This decision then remains in force. You do not have to take the exam. You have to enclose this decision with the application.
You are required to take the civic integration examination and you have taken the examination a sufficient number of times, but you have not been able to pass.
The municipality (applicable if you had to fulfil the civic integration requirement before 1 January 2013) or DUO (when you had to fulfil the civic integration examination after 31 December 2012) can decide that you cannot reasonably be expected to pass the civic integration examination. You will then no longer need to take the civic integration examination.
In exceptional circumstances the IND can also determine that, despite attempts made, you cannot reasonably be expected to pass the civic integration examination. You can demonstrate this in 2 ways:
You submit a Decision from the Minister of Social Affairs and Employment stating you are exempt based on Article 6, paragraph 1 in the preamble and under b of the Dutch Civic Integration Act.
You submit an Advice from DUO. This is an Advice indicating you cannot be expected to pass the civic integration examination. For more information (including the application form for this Advice) please go towww.inburgeren.nl.
Until 1 July 2013 it was possible to submit a declaration from the regional training centre in Amsterdam (ROC Amsterdam) containing the advice that- after having done the so-called feasibility test- you will not be able to pass the civic integration examination within a period of 5 years, due to the limited educational skills in combination with age and education. You must also submit a document showing that you passed the Spoken Dutch Test at level A2 to demonstrate that you speak and understand Dutch at level A2.
As of 1 July 2013 it is no longer possible to take this feasibility test at ROC Amsterdam. All applications received by ROC Amsterdam after 1 July 2013 will not be considered and sent back to the applicant.
