有在国内办高学历移民过来的吗？？

如题，想请问大家从国内申请高学历移民mvv难办吗？
我的情况是这样，我在荷兰读的硕士，去年8月毕了业，然后来到意大利工作了半年。现在意大利工作要结束了，我想在申请高学历移民回荷兰找工作。 我问了北京大使馆，他们说这个申请有两种：

MVVREF	MVVDIP (very uncommon and unlikely)
Positive advice IND
MVV-application form + 2 passport size photographs	MVV-application form + 2 passport size photographs
Valid Passport	Valid Passport
copy pasport	copy pasport
copy hukou	copy hukou
	Master- or Doctor diploma received from a Dutch educational programme which exists on CROHO-list (diploma or qualification not older than 3 years) ór Master- or Doctor diploma or qualification received from a foreign educational institute which exists in top 150 of the Times Higher Education 2007-list or the Jiao Tong Shanghai University 2007-list (diploma or qualification not older than 3 years)
	If applicable: Proof previous employer in NL (employment contract or employer’s certificate); Proof of having studied in NL (longer than 6 months); Diploma Dutch language NT2, level A2; Declaration language institute IELTS, level 6; or Bachelor/Master or Doctor diploma from a Bologna country

我是想申第二种的，但是上面写的

(very uncommon and unlikely)，又有点打退堂鼓。申请MVVREF，又不知道哪个advice怎么申请。。。我找到的一个文件

Request for Advice Preceding the Actual Application for a Regular Provisional Residence Permit (MVV) 根本没有来找工作这一项。 想问大家有没有办过这个知道怎么办的呀！我人在意大利，去问IND也不方便。发过几次邮件，现在已经不回我了。。。

北京大使馆这么说是因为申请的人少。但是你满足条件了都能通过。我就是申请的这个。去申请的时候她也说我这情况太少了，一千个人都没有一个。我是英国毕业的。但是满足那俩条件所以可以申请。不到一个月就批下来了。

Master。IND网站上有。我忘记哪下的了。网上就有啊。下载了打印出来就好了

高学历移民对于荷兰公司和收入有什么标准吗？
