1. KM means "kennismigrant", which is a residence purpose for highly skilled foreign migrants. A Dutch citizen is impossible to be a "KM".
2. If you want to reside in the Netherlands as a Dutch citizen's spouse, taking a Dutch language exam at the embassy is compulsory. It is the condition to issue family reunification MVV and PVV (residence permit) later.
3. For you, if you really do not want to take the basic Dutch language exam in China, the only way is that you n get another legal residence permit yourself. This can be studying. So for example if you are admitted to a university, the university can apply studying MVV and residence permit for you. The studying residence permit is limited to the period you study. During your study, you can change your residence purpose to a Dutch citizen's spouse in the Netherlands.
4. As for the permanent residence permit, you have to reside as a Dutch citizen's spouse in the Netherlands for at least three years, and pass another Dutch exam at a higher level (Either the inburgerningexam or NT2 B1). This is not your situation for now, you can arrange it after you come to the Netherlands.
5. In conclusion, learning the Dutch language is compulsory in your situation, sooner or later. |
