Here is my experience. Hope that it can work for you too.

So far I have found out my way of improving listen of Dutch.
(1) extensive listening: I have tried watching TV and listening to radio programs. For me, TV does not help a lot because I have only very limited period of time to watch TV, e.g. around 10pm in the night. So I have to give it up and use radio to help me. This does work for me. I usually turn the radio on every morning, from 7am to 8am, and every evening, from 6pm to 7 or 8pm. I just use it as a kind of background music. At the beginning, I feel headache... But after insisting on listening for about several months, I do not feel headache but intuitively follow the keywords in the radio. From my experience, it is extensive listening exercise because it can bring you the culture, keywords, popular news, hot persons, weather forecast. I do not need to focus on every particular words, but just immerge myself in the up and down of the radio. This can give me a rough feeling of the words, the sentences, the culture, the logic, etc.
(2) precise listening: I have some CDs with the texts. So I will first listen to the short exercises without the text and then with the text. This is precise and can eventually let me be able to write the words by listening. It can give me a precise sense on every words and also the sentences.
(3) prepare for the exams: This will push me to listen a lot every day. The frequency can improve the level in a short term.
All the above is just for the listening part. But I have to admit that the level of reading, speaking, etc, can also help each other in some degree.
