求助， 关于荷兰移民局发的工作许可

小弟拿到VU AMSTERDAM 计算机系的一个OFFER， 那个教授说第一年是相当于试用，然后再给我4年的合同。
由于我知道MINIX之父在VUA，所以就挺想去的。本来说是11月份左右就去入职。
可是最近收到这个教授转给我的一封信，他说可能要耽误一段时间我才能去，因为移民局说我的薪水不符合高技术移民的要求
（他给我的是正常的AIO博士第一年的薪水，大约税前28000， 移民局要求是税前37000左右）。他说他会尽快帮我准备别的材料去申请。
但是我现在非常纠结啊，因为我本人现在在德国的TU DRESDEN，带我做毕设的教授想要留我。我下周三要给那个教授一个最终答复。
我怕我拒绝了那边，荷兰最后由于移民局的原因又去不了就惨了。
因为据我了解荷兰的AIO博士工资应该都是一样的，我刚去的第一年是7.1级的，然后第二年变成10.1级，再跟着每年涨，这样的话无论如何都不可能满足移民局的工资要求啊。
所以想问问有没有哪位前辈有过这样的经历。或者哪位熟悉荷兰博士工作合同的人能告诉我一下，我这种申请的成功可能性有多大。
另外想问问如果博士毕业了，荷兰是否会给一年的找工作的签证。
恩，小弟是学计算机的，本科在北邮念的，硕士今年毕业的，是TU DRESDEN。

恩，因为第一年应该算成research assistant，所以我的博士合同可能是第二年开始算的。我也不清楚荷兰是怎么算签证的。因为在德国这边，博士有企业的发钱的，教授发钱的(有学校发或项目发两种）或奖学金的。除了奖学金的算学生，前两个拿的是工作签证。在这种情况下，由于博士通常要4到5年才能毕业，教授一般都是两年或者3年一签。按照招我的这个荷兰的教授的说法，荷兰的博士是直接签四年的。由于很多四年可能不能毕业，所以一般要念五年。这样就变成了先给一年的合同，然后再开始博士合同。我估计这个就是那个的难点所在了。可是我完全不了解荷兰的政策。我把外办和教授的信放到主贴里如果您有时间，能不能帮我看看。

Ik heb net begrepen van Internationalisering dat (tot onze spijt) de heer Chen niet als kennismigrant (code UFO profiel begint met 01, AiO etc.) kan komen op dit contract. De voorwaarden voor de kennismigrant regeling zijn als volgt:



1. Je voldoet aan het salariscriterium:

kennismigrant ouder dan 30:      50.619,- euro bruto per jaar

kennismigrant jonger dan 30:     37.121 euro bruto per jaar



2. Of iemand wordt aangesteld voor een baan met een UFO-code beginnend met 01 (deze mensen zijn uitgezonderd van het looncriterium).



Hij heeft dus geen 01-code, dus moeten we afgaan op het salariscriterium. Voor hem is dat 37.121 euro bruto per jaar want hij is jonger dan 30. Maar zijn bruto jaar salaris is 28.506 euro per jaar dus daar komt hij niet aan. Bij A. Thomas hebben we toen wel de kennismigrant procedure kunnen starten omdat hij in schaal 9 ingedeeld was.



Met dit contract moeten we voor hem de 'oude' route volgen. Dat wil zeggen dat we een MVV en VVR bij de IND aanvragen en een TWV bij het UWV. De wettelijke termijn voor de MVV is drie maanden en er geldt geen twee weken streeftermijn. Bovendien zal de IND wachten met het afgeven van de MVV tot de TWV is goedgekeurd door het UWV. Bij het UWV moeten we echt hard maken dat we geen Nederlander voor deze baan kunnen/willen krijgen omdat het UWV toetst of er geen 'prioriteit genietend' aanbod voor deze vacature op de Nederlandse arbeidsmarkt is.



Wat in deze aanvraag dus zeer belangrijk wordt is dat we een duidelijke projectomschrijving en een motivatiebrief van de afdeling  nodig  hebben voor de TWV aanvraag waarin duidelijk vermeld wordt waarom alleen Chen deze functie kan bekleden.



Ik ontvang de stukken graag zo spoedig mogelijk om de vergunningen aan te kunnen vragen.
