according to his point, for AIOs, it's right, since doing AIO (not all PhDs, search my post to find out what is AIO) means u will have 4 years work permit. Therefore, you don't need to apply work permit any more according to the law here. It's easy to find a job if u do have work permit since you could ask for help from government agency.
But for masters, not easy to find job unless you are really perfect so that the employer must want you and he could convince the government that you are the only one who could fit the vacancy.
If there is vacancy, the first they will consider Dutch, then EU citizen, then people from other developed countries, then people from developing countries. So where is your strength to compete with that many unemployeed people is the key.
