同意美女斑斑，让毁约的同学上来道个歉。毕竟给人家造成经济损失了嘛。

Take it as a lesson.
The situation presented happens in the business world everyday. Needless to say, it is annoying.  
Besides, there is no legal responsiblity of this MS student.
Try to focus on the solution not too much on the problem next time.
Reasonability is the matter of standpoint.

Now, face it.

Apology is bonus, if the MS student would like to do it.
I guess he already did it in the short message.
Without enough information, I do not consider it as misconduct.
It is just a usual situation that should be foreseen.
