urgent question: how long does it take to arrange the Dutch passport for the n

we are planning a Holiday within Europe, but just realized that we still haven't arranged the passport for Jingjing. I have checked the discussion here about the passport, but most of them are talking about Chinese passport. Jingjing needs a Dutch passport.
We are leaving on next Wednesday. Is that possible to arrange the passport within 3 working days?
Otherwise we will take a risk again.
