Which application did you sent to the IND.I delievered my application so.called Application for verification against EU communty law (proof of lawful residence) to the city hall last month. At the same day I obtained a half year resident permit(somebody call call that stricker?)on my passport. With this stricker I get work without work permit. My boyfriend is german, working in Netherland currently. And I was studying in Norway for three years. My norwegian visa will be expired at the end of this month. We are planning to live togather as partners in Netherlands. So far I'm waiting for my ID, but not sure whether the application can pass. I think your situation is a little different as mine. Because your partner is dutch, your application relates to the social security system, so maybe it will take longer time and more complicate. So far, I'm looking for a permenant job in Norway, staying in Netherlands is just a buffer for me. I think it's better for you to apply for one more year Belgian visa for security.
