I think you misunderstood the meaning of "vacation" here. I will just tell you some general situation. If your contract has any special terms, the best way is asking your employer directly.
Employees of University here do not have the kind of summer or winter vacations like in China. Your granted free days include weekend (Sat and Sun), public holidays (1/1, 25/12 etc, less than 10 days a year, and if it is on the weekend, you won't get compensation), holiday (I have 21 days/year, it differs at different University, but the difference should not be big) and compensation hours, some place call it ATV dag in Dutch (in your case. you should work for 38 hours/week based on your contract, but you will actually work for 40 hours, for 52 weeks, you will gain 2X52/8=13 days, which you can also use as holiday. But be aware of it, Most departments or Universities have their own way to regulate it).
For your salary, your contract is very clear, you will be paid every month, and normally in May, you will get some extra money. The reason it is called vacation allowance is because it is your extra income, which most people use on vacation. The amount of this money after tax will be less than your monthly salary.
