Of course you can apply for any university by yourself. In fact, no need to apply via any consultancy services. All the Dutch universities put the information in their website, you only need submit the required documents directly. Are you in Holland now or in China? You are right. Do not go to Arhnam, I heard many stories about it. It is not a university, but a college. The one i am promoting is Wageningen University, in Wageningen, for master study.
