小弟出国读博，最近在申请荷兰签证，学校那边要我的学位证及成绩单，但是我发过去我们大学的英文版学位证和成绩单后，他说不是officially legalised，我是吉大的学生，英文版的是统一的呀，为什么用不了呢？
那边秘书给了我一个网站让我参考一下怎么办理，其中有一段话是这样的
If you want to get a foreign diploma legalised for use in the Netherlands, you need to apply to the competent authority in the country where you obtained it. If that country is a party to the Apostille Convention, you can get the diploma issued with an apostille stamp in the country concerned.
If that country is not a party to the Apostille Convention, you will usually have to get the diploma legalised by that country’s foreign ministry.
这个的意思是让我至少办一个单认证么？
不知道有没有之前哪位吉大的前辈可以指点一下？
