GPA 8 or above means you can get cum laude ("less 5% each year",Dutch universities all have such policy for all programs), so u can try Harvard to do PHD with cum laude.
或者更低？算GPA时用补考后的分数还是补考前的分数？

for Dutch universities, u can directly enter master after bachelor GPA is not important at Dutch universities. u see, there was no bachelor in the past.

YES. this is something annoying, we Chinese students at RUG discussed this for long time.
In north America, the system grades students according to ranking (20% A, next 40% B, etc.) but in Holland, we have abosalute grades, and the system depends on written exams heavily which are much difficult than them. some chinese were exchanged to Britain, Canada, USA. our exams is most difficult and workload is the highest.
so we are in great disadvantage to apply for masters in North america, GPA above B there is rubbish, GPA 7 is at top 10% or 15% at rug, in principle, each course has 40%-50% failure rate , the average score is normally between 5-6, , but in North america, half
