Your email about studying astronomy in the Netherlands was forwarded
to me. The BSc program
is three years and is indeed mostly in Dutch (the research project at
the end is done in English).
You therefore need to learn Dutch first. This can be done at the
Language Centre, which consists
of 6 levels. Passing those allow you to register.

What is relevant for Astronomy is your proficiency in math and
physics, but your grades of your
current program might provide us with sufficient information.
Is there a particular reason to transfer now. I am asking, because our
MSc program is in English,
and after completing your current program or obtaining a BSc in
physics/astronomy you could enroll
in that program.
