MS degree in Europe will not help you to apply for US phd. Besides, you are wasting your time since even you have a EU MS u still need another five years for a US phd.

I think they are refering to Spanish or French programs. UPF is good especially for macro. If you want to do finance, try Stochastics and Financial Stochastics program in UvA and VU, it may serve as a good stepping stone.
