If you want to obtain a permanent residence permit

Once you have resided in the Netherlands on the basis of a temporary residence permit for at least 5 consecutive years, you can apply for the granting of a permanent residence permit or to have your existing residence permit changed into a permanent residence permit. Your application is first checked against the European requirements in accordance with Directive 2003/109/EC.  

If your application meets the European conditions, an entry will be made on your residence document stating “long-term resident - EC”. If your application does not meet the European conditions, it will then be assessed whether the application meets the conditions for granting a permanent permit on the basis of national legislation. If these conditions have been met, a permanent residence permit will be granted in accordance with national legislation. If your application also fails to meet these conditions, it will be assessed whether you are eligible for an extension of your current permit. You will only be required to pay one fee for this triple or double assessment.
Conditions:

- You have held a temporary residence permit for a minimum of 5 consecutive years  
- You have a residence permit for a non-temporary objective, such as family reunification or employment  
- You have sufficient means of support  
- You do not constitute a risk to the public order
- You are sufficiently integrated in Dutch society and are able to read, write, speak and understand Dutch. You must prove this by taking a civic integration examination. If you successfully complete a civic integration course (at A2-level) or attain another diploma you will be eligible for an exemption.            

   
If you meet the conditions, you can apply to the IND for a permanent residence permit.

Please note:  
EU nationals who are staying in the Netherlands on the basis of the EC Treaty are not obliged to have a residence permit. Therefore, if you are an EU national and are staying in the Netherlands legally, but do not have a residence document, you must use other documentary evidence to prove that you have legally been in the Netherlands for 5 years.
Documents

You will need to produce the following documents:

- Valid passport  
- Proof of health insurance
- Current residence permit  
- Documentary proof of income
- Documentary evidence showing that you have been resident in the Netherlands for 5 consecutive years on the basis of a valid residence permit immediately prior to your application.
- A civic integration examination diploma or a comparable diploma.

以上是ind网站官方说明,可以看到他是先检测你是否符合欧盟永居条件,不符合就是检测你是否符合荷兰的永居条件,符合就发永居。但是这里我有个小疑问,比如说,我本科四年读完,荷兰语NT-2过关,研究生两年已经读了一年,但是没有收入证明能申请么?

如果你是学生id就不能转,上面的永居条件有一条:
“You have a residence permit for a non-temporary objective, such as family reunification or employment  ”
学生的id 是 temporary 的

学生毕业,赶快找个高技术的高新工作,让公司去申请办理劳工居留,一切这么简单!不是人才,那么就结婚;都不行,就请打道回府吧!条条大路通罗马,不一定非要到死在荷兰这个树上呀!最近好奇怪,很多回国的人都说,国内收入好,工作好找,不在欧洲受气。难道回去的都是富二代,官二代?!
