土耳其航空求问，关于信用卡

在土航网站看到：If the passenger apply Turkish Airlines Sales Office/counter in order to rebook/cancel/refund a ticket or to check-in for the first flight, credit card holder must be present at the counter with the passenger to show the credit card used for the payment 。。。。。

如果买票的信用卡持卡人跟乘客不是同一个人，并且也不同行，是不是必须要一起去土航的counter露下面？
