鉴于大家对DELTA奖学金的申请都很关注，我把我知道的和我申请的时候获得的信息和一些心得体会告诉大家，希望能对准备申请的朋友有所帮助。
DELTA Scholarship: a financial helping hand
Thanks to an initiative of the Dutch government, many Dutch higher education institutions are able to offer what are known as DELTA scholarship to help students cover a part of the costs of studying in the Netherlands.
The Dutch institutions may offer DELTA scholarship to students who:
1、are under the age of 35'
2、possess the Chinese nationality'
3、have completed prior education outside the Netherlands'
4、have been enrolled in higher education in the Netherlands for at least three months'
5、meet the visa requirements for entering and residing in the Netherlands as foreign student.
以上是DELTA奖学金官方机构对该奖学金的一些基本介绍以及对申请人的要求。DELTA奖学金只是对获奖学生提供部分的资助，而非全部资助。
以下是结合我申请的学校HES ROTTERDAM具体情况：
‘DELTA’Scholarship HES/ Rotterdam Business School
Excellent students from China and Indonesia can apply for the DELTA (Dutch Education: Learning at Top level Abroad) scholarship which is funded by the Dutch Ministry of Education and offered by HES/Rotterdam Business School. The scholarships are available for the international Bachelor and Master programmes. The amount per person varies per year and depends on two factors:
1.The number of candidates applying for the scholarship'
2.The total amount that will be funded by the Dutch government. Out school expects to be informed about the amount by the Dutch government for the academic year 2002-2003 in May 2002.
You can apply for the DELTA scholarship with HES/Rotterdam Business School if you are:
I、A ‘Group 1’ student (*) who is not older than 35 (on the starting date of the programme in which you wish to enrol)'
II、A ‘Group 2’ student (**) who is not older than 35 (on the starting date of the programme in which you wish to enrol) and who wishes to study in China or Indonesia.
(*) Group 1 students are students who:
1、have been admitted to one of the Bachelor or Master programme of HES/Rotterdam Business School or who are already studying one of the Bachelor or Master programme'
2、have the Chinese or Indonesia nationality'
3、have permanent legal residence in China or Indonesia'
4、have not had a previous education in the Netherlands.
(**) Group 2 students are students who:
1、have been admitted to one of the Bachelor or Master programme of HES/Rotterdam Business School or who are already studying one of the Bachelor or Master programme'
2、have the Dutch nationality'
3、have permanent legal residence in the Netherlands'
4、have had a previous education in the Netherlands'
How to apply for the DELTA scholarship?
1.Apply for the programme of your interest
If you are interested in one of the Bachelor or Master programme of HES/Rotterdam Business School, send in the application package and your supporting material (copies of your diploma' etcetera) before 1 March 2002. Please follow the procedure as indicated by the recruitment officer involved. If you feel that you meet the requirements for the scholarship as indicated above, write on the application form that you apply for the DELTA scholarship.
2.Selection procedure
If your application package is complete and if, according to your documents, your profile (education background' knowledge of English, etc) appears to meet the entry requirement involved, you will be informed about the selection procedure. You will receive the results about the selection from the recruitment officer as soon as possible after the selection.
3.When you are admitted to the programme
The recruitment officer involved will inform the International Co-oridnator of HES/Rotterdam Business School, Mrs.F.Geilman. She will decide – in co-operation with the recruitment officer – whether you are eligible for the scholarship or not and will inform you about that decision. If you are eligible, she will also inform you about the exact amount as soon as it has been communicated to HES/Rotterdam Business School by Dutch government (in June 2002).
我是读硕士课程的，对于本科学生的申请不是很了解，但是根据HES ROTTERDAM关于DELAT奖学金的介绍，本科生同样是可以申请的。
我个人对申请DELTA奖学金的观点：
第一、由于DELTA奖学金与北美大学所提供的奖学金在申请上有很大差别，即不需要针对申请奖学金准备相关资料，只要在申请的同时声明欲申请该奖学金即可。这样虽然简单，但是为了能增加获奖的机会同时获得更高的金额，申请学校的所有资料就显得更为重要了。申请资料的质量一定要高，学校要求的有关写作文章，如：个人自传、专题写作、推荐信等一定要显示高水平的英语写作能力。获得DELTA奖学金的前提条件是必须被正式录取，如果能提供一些关于自己学习能力和特点的其他资料等最好一并连同学校要求的申请资料递交。
第二、递交申请资料后，一定要多与录取负责人联系，不光是联络感情，同时要对自己所选专业多提些自己关心的问题，只要有任何问题都要及时与录取负责人联系，这样能使录取负责人对你有更深的认识，而且也更增加了他/她对你的好印象：你的确是非常想来学习，要不你不会问这么多问题的。这里需要说明的是，西方人和我们不一样，他们和愿意回答问题，所以你不用害怕。
第三、有必要时，而且自己的英语表达能力允许的话，要找机会与录取负责人通电话。这对于无法面试的同学更为重要。这样不光表现出你的强烈愿望，同时也体现了你的英语能力，给录取负责人留下比较深刻的印象（当然英语水平一般或者很弱的，就别了，那样反而会弄巧成拙）。即使你的IELTS或TOFEL很一般，或着你根本没有相关的语言能力证明，这正是个弥补和展示的机会。面试的主要目的一方面是综合考核你的能力，另一个重要的目的就是测试你的英语能力，毕竟以后上学是要用英语进行交流的。
第四、录取后要保持与录取负责人的联系，同时要多多与学校负责奖学金的负责人进行接洽。
另外关于奖学金的申请，我想大家不要仅限于DELTA，还有很多奖学金的机会，有关的信息可以向学校询问，也可以通过INTERNET查找。对于攻读本科的朋友，大家不要认为只有读研究生才能有奖学金，本科同样也是有的，很多国际机构都提供攻读学位的留学生奖学金的。
