International driving licences
International driving licences are only legalised translations of a national driving licence. It is not possible to exchange an international driving licence for a Dutch driving licence. One condition that applies to exchanging a driving licence issued outside the Netherlands is that the driving licence must be valid at the time you make the application. A driving licence issued in a not EU/EES country must also have been issued in a particular year in which the applicant was resident in the country of issue for at least 185 days.

之前网上有一种说法是在申请时一年内必须在发证国待满185天！！
天啊 向我这种 在中国从小长到大的人 最近一年内拼了命才回去了62天 是不是就不符合185天的要求了！！？？
我一直郁闷 看了原文后 我觉得是之前对上面的说明有误。

原文大意应该如下：
持非欧盟驾照申请者，在驾照签发时，申请者当时必须在最近一年内，在签发国居留满185天。
即，我的驾照是1998年签发的，1997-1998年我全年都在国内，满足条件，不受以上条款限制。
这样本身也符合之前网上一些帖子中说道，本条款主要限制一些人在短期旅行期间在第三国轻易获取驾照的情形。
