At the time of rental, the driver must present a valid national driver's licence which has been held for at least 1 year. In the case of national driver's licences not printed in Roman script (eg Japanese, Arabic, Cyrillic, etc.) the national driver's licence must be accompanied by an International Driving Permit (IDP).
In the case of driver's licences issued by the People's Republic of China, this must be accompanied by a notarised translation instead of an IDP.
Holders of driver's licences issued outside the European Union are strongly advised to have an IDP and to present it, together with their national driver's licence, at time of rental.
An IDP on its own without the national licence is not acceptable.
While Hertz does not always insist on renters having an International Driving Permit, subject to their national licence being acceptable, local laws in many countries require drivers to have an IDP if their national licence was issued outside the EU. Failure to produce an IDP when asked by the police MAY result in the imposition of an on-the-spot fine for non EU licence holders and could also result in seizure of the vehicle.
Intending renters are strongly advised to check local requirements for countries to which they intend to travel.
