Higher education and degrees in the Netherlands

There are two types of higher education in the Netherlands: the universities which prepare students for independent scientific work in an academic or professional setting and the institutes of higher professional education (“HBO”=Hoger Beroeps Onderwijs) which offer students professional/vocational education concentrating on applied science and which reaches the level of a Bachelor of Science degree.
Starting September 1st 2002 Dutch technical universities offer besides the full 5 year engineering program also a shorter bachelor program.  The 3-year initial degree programs of the TU/e will lead to the academic degree of Bachelor of Science. Starting September 1st 2003 our university will also offer Master of Science degrees. The title Master of Science will equal the Dutch degree Ingenieur (Ir). Both degrees are protected by Dutch law.

Postgraduate programs for design engineers

Besides the engineering degree programs for regular students and the four-year contracts for doctorate researchers, the university offers two-year post-Masters programs for designers. These programs are provided by the “Stan Ackermans Institute, Centre for Technological Design” (SAI) and focus on the following nine fields:
1.        architectural design management systems
2.        intelligent products and management systems
3.        information and communication technology
4.        logistics management systems
5.        mathematics for industry
6.        mechatronic design
7.        design and technology of instrumentation
8.        process and product design
9.        software technology
10.        user-system interaction

These programs are available to University graduates (Master’s level) and lead to an advanced diploma and the qualification of “Master of Technological Design”. Most SAI programs are conducted in English and SAI students are awarded a salary. For detailed information contact the following address:

Doctorate program

The doctorate is the highest academic degree that can be obtained in the Netherlands and is conferred only by universities. Potential candidates are required to carry out independent scientific research for at least four years under the supervision of a professor at the TU/e. The doctorate degree is awarded after writing and successfully defending a doctoral thesis. Before you may be accepted as Ph.D. (doctorate-) researchers you must meet certain prerequisites:
-        you must to find your own supervising professor who is willing to act as your irst promoter. Agreement must be reached on the research project andsufficient financial funding for the project must be obtained.
-        Your tertiary education must be recognized to be equivalent to a full Dutch niversity required to be accepted as a PhD-student;

PhD-students do not have to master the Dutch language, although it is recommended. They must be fluent in English.

The academic year

The academic year lasts for 42 weeks, starting on 1 September each year, and is divided into three trimesters. In the middle and at the end of each trimester there are a number of examination weeks.

Admission and enrollment to initial engineer degree programs

Entry conditions

Before you can register as an independent regular foreign student, there are a number of conditions for entry that have to be met, such as education to date, financial security, knowledge of Dutch and English and residence. Exchange programs do not fall under this category.

-        Previous education
Your secondary education qualifications must be recognized as being equivalent to the Dutch diplomas that are required for admission to the TU/e. There is a special requirement with regard to mathematics and physics in the last two years of secondary education. The starting level at Dutch universities is comparable to that of other Western European countries

-        Financial security, costs of living and study
In general, a regular student needs about 6800 Euro a year to cover costs of study and living expenses, including monthly rent and food. The rates for housing, gas and electricity absorb a considerable portion of the living expenses.
The university itself does not grant scholarships for regular students, although sometimes scholarships are granted in the context of exchange programs or cultural arrangements between the Netherlands and other countries. An application for this kind of financial assistance should be made to your national authorities.
Students from EU and EEA countries may qualify for partial restitution of the tuition fees.

-        Knowledge of Dutch and English: a year of preparation
Lectures at the Eindhoven University of Technology are conducted almost exclusively in Dutch, the national language. Therefore, regular foreign students are required to take a proficiency examination in Dutch as a prerequisite for admission. Preparatory courses are provided by different institutions outside the TU/e, and usually last a year. During the preparation period, the applicant is not registered as a student at the TU/e. Preparatory courses run from 1 September until July/August of the following year.
For most areas of study it is also necessary to be able to read literature in English, so at least a passive knowledge of English is necessary. You are expected to be proficient in that language before you arrive in the Netherlands. If the admission file provides no evidence of your reading proficiency in English, a TOEFL test (500-550 points) or an IELTS-test (scores 5-6) will be required. PhD researchers are not required to master the Dutch language but they must be fluent in English.

-        Residence permit (no rights can be derived from this paragraph)
Before coming to the Netherlands, students without the Dutch nationality who live outside the European Union (apart from Austria, Finland, Iceland, Monaco, Norway, Sweden, Switzerland, Liechtenstein, USA, Australia, New Zealand, Canada and Japan) must obtain a preliminary residence permit (known as an Machtiging tot Voorlopig Verblijf). A tourist visa is not sufficient. Applications for an MVV (B14-procedure) should be submitted to the Dutch Embassy or Dutch Consulate in the applicant’s country of residence.
The MVV may be issued “for preparatory courses and entrance examinations” (maximum 12 months), or “for study” at the TU/e (to be renewed annually). The MVV period must start in August.
All foreign students are obliged to report to the Aliens Department of the local police station within eight days of arrival in the Netherlands.

The applicant has to submit at the Embassy:
-        proof of solvency, i.e. a guaranteed periodic transfer of money to a bank in Eindhoven.
-        an additional letter of guarantee from a person residing in the Netherlands may be required by the Dutch visa/immigration service. The university never acts as a guarantee for regular degree students.
-        a valid passport.
-        a “letter of conditional acceptance” from the University.
-        a “letter of acceptance” from an institute for Dutch language courses.

Application for admission to engineering degree programs

Students fulfilling the requirements listed above are welcome to apply for admission as regular students. The TU/E admission procedure takes about 3 months, after which a further 4 months will be required for the visa/MVV (residence permit) procedure. As programs at the University, and also at institutes for preparatory courses (Dutch language), start 1 September, you will have to begin admission procedures in January/February. Arrival in August is strongly advised to enable the applicant to benefit fully from the preparatory year.

Your letter of application must mention:
-        your personal data;
-        your preferred study;
-        a concise curriculum vitae (résumé), including a complete summary of your education since primary school.

You must also enclose:
-        copies of all diplomas obtained since primary school and copies of the corresponding lists of subjects taken and marks obtained. All documents in a language other than Dutch, English, French or German should be accompanied by translations into one of these languages made by a certified translator.
All documents must be authorized by original stamps and signatures.
-        proof of nationality and a copy of your birth certificate (or an equivalent document).

If the applicant does not fulfil all the conditions for admission, additional entrance tests may be required.
Any previous university studies outside the Netherlands may qualify the applicant for admission as well as for exemption from components of the TU/e study programs. Holders of an appropriate 4-year Bachelor degree may be offered an additional or abridged program of some two and a half years, leading to the degree of Engineer (Ir. in Engineering). Starting from September 1st 2003 enrollment in the MSc.-phase may be possible.

Other important items
Accommodation

The TU/e does not provide student housing on the campus. It is rather difficult to find housing at a reasonable price, and although the Student Accommodation Foundation Eindhoven (Vestide) assists in finding accommodation, students often have to turn to the private sector to find housing.

Medical insurance

Students enrolled at institutions of higher education are not automatically insured for medical expenses, so you are obliged to have your own medical insurance. Students who are insured under the social security system in their home countries should enquire whether agreements exist between their country and the Netherlands with regard to health insurance. If an agreement exists, you should ask for an E.111 form from the department of social security before coming to the Netherlands. This form proves you are insured for medical expenses in the Netherlands. Foreign students who wish to take out health insurance in the Netherlands can choose from several insurance companies, including ISIS.

Student facilities and social life

The university has a wide variety of facilities: sporting facilities, housing arbitration, as well as a student service centre. Eindhoven also has a wide variety of student clubs, social and cultural student organizations and sports clubs.
