书店里面法律相关的很多，上次我需要就在书店里找到了。
go and check the EC TREATY, article 28, free movement of goods. art 29 and 30 also talks about this. it's for EU members.

if you need the articles only for the Netherlands, you can check the official commerce affire lead by the dutch government. they might have articles for import. but normally, since the netherlands is a member state of EU, you, or the government, should follow the EC treaty: free movement of goods, labor, captial, and even service.
