如下拷贝自IND网站的双语内容, 我有以下两个问题, 望不吝指点, 谢谢!
- 怎么理解第一段中"3 jaar achter elkaar elk jaar maximaal 4 maanden" 和 "3 years in a row for a maximum of 4 months" ? 是连续三年中每年不超过4个月(荷语种有elk jaar), 还是总共不超过4个月(英语中没有说每年)?
- 在例外的条款中, 针对学生的"maximaal 1 jaar" 和KM的"maximaal 8 maanden", 应该是指居留许可有效期内总共的境外可呆时长?

Verblijfsvergunning bepaalde tijd
U mag maximaal 6 maanden achter elkaar buiten Nederland zijn. Of u mag 3 jaar achter elkaar elk jaar maximaal 4 maanden buiten Nederland zijn.
Voor kennismigranten, wetenschappelijk onderzoekers, studenten, buitenlandse investeerders en houders van een verblijfsvergunning overplaatsing binnen een onderneming (richtlijn) zijn er uitzonderingen op deze regels:
- Verblijfsvergunning studie: u mag maximaal 1 jaar buiten Nederland verblijven. Voorwaarde is dat u tijdelijk onderwijs in het buitenland gaat volgen om uw studie in Nederland te kunnen afronden.
- Verblijfsvergunning kennismigrant en wetenschappelijk onderzoeker richtlijn 2005/71/EG: u kunt maximaal 8 maanden werken in het buitenland. U moet wel aan de voorwaarden van uw verblijfsvergunning blijven voldoen.

You may stay outside the Netherlands for a maximum of 6 months in a row. Or you may stay outside the Netherlands 3 years in a row for a maximum of 4 months.
For highly skilled migrants, scientific researchers, students, foreign investors and Intra Corporate Transferees (Directive 2014/66/EU) exceptions on these rules apply:
- Residence permit study: you may stay outside the Netherlands for a maximum of 1 year. Requirement is that you follow temporary education abroad in order to finish your study in the Netherlands.
- Residence permit highly skilled migrant and scientific researcher directive 2005/71/EG: you can work abroad for a maximum of 8 months. You do have to continue to meet the conditions for your Dutch residence permit.
