最近收到了学校的合同和签证申请说明：
Entry visa to travel to the Netherlands (MVV)
For traveling to the Netherlands you will need an entry visa.
You will be working at Delft University as a PhD-Candidate. Because of this position we will apply for an entry visa/residence permit called Highly Skilled Migrant (Kennismigrant). This permit allows you to work at TUD after you have collected your residence card in the Netherlands. For the application we will need the following documents and information.
Please send the following documents and information as a pdf. document by email
You will need the original documents yourself at the embassy to collect your entry visa and for your registration at the municipality after arrival in the Netherlands. If other members of your family will be accompanying you to the Netherlands, we will need these documents for them as well:
- A scanned copy of your passport
- A scanned copy of your original birth certificate + translation in the Dutch, English, French or German language. This document needs to be legalized by the Dutch embassy.
- A copy of your current CV
- The place of the Embassy or Consulate where you would like to collect your visa.
- The included “Antecedents certificate”

The application process will take approximately 4 weeks after we have received your documents.
After the IND has informed us about their decision in case your MVV request we will contact you immediately by email. Please do not make any arrangements for traveling to the Netherlands before you will have collected your entry visa at the Dutch Embassy.
是不是说， MVV 签证， 学校需要提供出生双认证才开始申请？ 以前听说申请MVV不要出生双认证的，只有在到达荷兰后领取居留许可时才需要。
貌似从2013年6月以后，MVV申请以及居留许可申请合为了一个程序（TEV），MVV被批准后，其居留许可文件也随之签发。所以现在在MVV签证时就要出生双认证了？
