I donot think studying law in Holland is useless. Although dutch would be a problem, there still a lot of opportunities for you to try sth else. No standard rule to follow.
Law education in most Common law system countries and some civil law countries is a basci degree to teach some theories. They have special training programs for future practice. If you have time and enough money, you can have a law degree. But not expect too much.
