Acceptatiecriteria voor de pasfoto in de Nederlandse reisdocumenten De foto is bedoeld ter identificatie van de aanvrager. Daarom moet bij het indienen van een aanvraag voor een reisdocument een pasfoto in kleur worden ingeleverd die een goedgelijkend beeld van de aanvrager geeft.
Alleen als de foto aan alle onderstaande eisen voldoet wordt de foto geaccepteerd, tenzij de uitzonderingsbepalingen uit de Paspoortuitvoeringsregelingen van toepassing zijn.
1. MaatvoeringFormaat pasfoto 35 mm x 45 mm (bxh).
- Breedte: van ooraanzet tot ooraanzet minimaal 16 mm en maximaal 20 mm.
- Lengte vanaf 11 jaar: van kin tot kruin minimaal 26 mm en maximaal 30 mm. Tot en met 10 jaar: van kin tot kruin minimaal 19 mm en maximaal 30 mm.
De maat kan beoordeeld worden aan de hand van bijbehorend transparant.
2. FotokwaliteitAcceptatiecriteria

- Afgedrukt op hoogwaardig, glad fotopapier

Toelichting
De foto is goedgelijkend en geeft een scherpe, natuurlijke weergave van de aanvrager. De foto toont voldoende contrast en details in het gezicht en de kleurstelling van het gezicht is natuurlijk.
Met hoogwaardig, glad fotopapier wordt papier bedoeld dat speciaal bestemd is voor het afdrukken van foto's. Het papier heeft geen reliëf of andersoortige voelbare of zichtbare oneffenheden die de weergave van de persoon op de afdruk kan verstoren.
De eis van 400 dpi is gericht aan degene die de foto maakt. Deze stelt vast of de optische kwaliteit van het beeld dat afgedrukt wordt vergelijkbaar is met de minimale resolutie van 400 dpi.
De foto wordt in zwart/wit afgebeeld op het document en in kleur opgeslagen in de chip.
3. AchtergrondAcceptatiecriteria
- Lichtgrijs, lichtblauw of wit
- Egaal
- Eenkleurig
- Geen kleurverloop
- Voldoende contrast tussen hoofd en achtergrond
Toelichting
De achtergrondkleur is lichtgrijs, lichtblauw of wit. De achtergrond van de foto is egaal, eenkleurig en zonder verloop of schaduw.
Tussen de afbeelding van het hoofd en de achtergrond van de foto moet voldoende contrast zijn. Onvoldoende contrast leidt tot een vage afbeelding van de foto op het document.
4. Weergave gezichtAcceptatiecriteria
- Hoofd onbedekt
- Gezicht volledig zichtbaar
- Ogen volledig zichtbaar
Toelichting
Het gezicht is volledig zichtbaar als (de zijkanten van) het gezicht en de ogen niet bedekt zijn. Haar dat over de ogen (of delen daarvan zoals de oogleden) valt, dan wel anderszins de volledige zichtbaarheid van het gezicht verstoort, kan (geautomatiseerde) gezichtsherkenning belemmeren.
De ooraanzet (om de breedte van het hoofd vast te stellen) kan niet bepaald worden als de zijkanten van het gezicht bedekt zijn. Dat wil dus niet zeggen dat de oren zelf zichtbaar moeten zijn.
Er mag geen schaduwvorming in het gezicht, en met name bij de ogen zijn.
Accessoires zoals haarband, oorbellen e.d. mogen niet reflecteren.
Hoofdbedekking is alleen toegestaan op grond van godsdienstige, levenbeschouwelijke of medische redenen (zie uitzonderingsbepalingen).
5. HoudingAcceptatiecriteria
- Hoofd recht naar voren
- Ogen op een horizontale lijn
- Hoofd niet gekanteld
- Schouders recht
- Geen zichtbare ondersteuning
Toelichting
Het hoofd en de schouders staan recht naar voren afgebeeld. Als het hoofd in enige richting gekanteld is (achterover, voorover, scheef of opzij), dan kan dat problemen opleveren bij (geautomatiseerde) gezichtsherkenning.
Als ondersteuning nodig is dan mag dit niet zichtbaar zijn op de foto. Dit is te vermijden door bijvoorbeeld de hand onder de kleding te houden.
6. UitdrukkingAcceptatiecriteria
- Neutrale blik
- Recht in de camera kijken
- Mond gesloten
Toelichting
Om een succesvolle (geautomatiseerde) gezichtsherkenning tot stand te brengen is het noodzakelijk dat er recht in de camera wordt gekeken met een neutrale uitdrukking en een gesloten mond.
Breed glimlachen of een open mond is niet toegestaan. Dat wil niet zeggen dat er nors of stuurs gekeken hoeft te worden.
7. BrilAcceptatiecriteria
- Ogen volledig zichtbaar
- Volledig doorschijnende glazen
- Geen verstorende reflectie door de bril
- Geen schaduw
Toelichting
Bij het dragen van een bril moeten de ogen volledig zichtbaar zijn op de foto. Dat wil zeggen dat het montuur en/of de glazen, de ogen op geen enkele wijze mogen afdekken. Reflectie in de brillenglazen of op het montuur moet zoveel mogelijk worden voorkomen. Is het niet mogelijk om verstorende reflectie te voorkomen, dan moet de bril worden afgezet.
8. BelichtingAcceptatiecriteria
- Gelijkmatig
- Geen onder- of overbelichting
- Geen schaduw in het gezicht of in de achtergrond
- Geen reflectie in het gezicht
- Geen reflectie door accessoires
Toelichting
De belichting is gelijkmatig. Dat betreft zowel het gezicht als de achtergrond. Onder- of overbelichting en reflectie moeten worden voorkomen. Op de foto mogen geen "witte vlekken" in het gezicht zichtbaar zijn die veroorzaakt worden door het gebruik van bijvoorbeeld (flits)licht. Oorzaken van reflectie kunnen zijn: glimmende huid, transpiratie, brillen, sieraden, etc.
9. PositioneringAcceptatiecriteria
- Hoofd volledig afgebeeld
- Hoofd gecentreerd afgebeeld
Toelichting
De persoon op de foto staat in het midden van het oppervlak van de foto afgebeeld. Het hoofd moet volledig zijn afgebeeld. Alleen bij personen met een grote haardos kan het voorkomen dat de haardos niet geheel afgebeeld wordt.
UitzonderingsbepalingenDe Paspoortuitvoeringsregelingen staan de volgende uitzonderingen toe:
- De aanvrager heeft aangetoond dat godsdienstige of levensbeschouwelijke redenen zich verzetten tegen het niet bedekken van het hoofd. In dat geval gelden voor de pasfoto alle in deze fotomatrix opgenomen acceptatiecriteria met uitzondering van: categorie 4 WEERGAVE GEZICHT het element 'hoofd onbedekt'
- Op grond van objectief vast te stellen fysieke of medische redenen kan door de aanvrager niet worden voldaan aan alle acceptatiecriteria in deze fotomatrix. Bij gerede twijfel aan de medische redenen kan van de aanvrager worden verlangd, dat deze daartoe een door een bevoegde arts of medische instelling ondertekende verklaring overlegt.
- De aanvrager is een baby, peuter of kleuter jonger dan zes jaar. In dat geval gelden voor de pasfoto minimumvereisten.
Ad 3: Dit zijn alle in deze fotomatrix opgenomen acceptatiecriteria met uitzondering van:
- categorie 5 HOUDING de elementen 'ogen op een horizontale lijn', 'hoofd gekanteld' en 'schouders recht';
- categorie 6 UITDRUKKING de elementen 'neutrale blik', 'recht in de camera kijken' en 'mond gesloten'.

The picture is good likeness for sharp, natural representation of the applicant. The photo shows sufficient contrast and detail in the face and color of the face is natural.
With high quality, smooth photo paper designed specifically designed for printing photographs. The paper has no relief or other tangible or visible irregularities that the appearance of the person might distort.
The requirement of 400 dpi is directed to those who take the shot. This determines whether the optical quality of the image is printed similar to the minimum resolution of 400 dpi.
The photo is in black / white on the document in color and stored in the chip.
3. Background

The background color is light gray, light blue or white. The background of the picture is smooth, and without shadow or monochromatic.
Between the image of the head and the background of the picture must be sufficient contrast. Insufficient contrast reduces the clarity of the photo on the document.
4. Display face

The face is fully visible as (the sides of) the face and eyes covered. Hair over the eyes (or parts of the eyelids) is, or otherwise the full visibility of the face distorts, can (automated) face hamper.
The ear (the width of the head to be determined) can not be determined if the sides of the face covered. That does not mean that the ears themselves visible.
There should be no shadows in the face, especially in the eyes.
Accessories such as ribbons and earrings should not reflect.
Head covering is permitted only for religious, philosophical or medical reasons (see Exceptions).
5. Attitude

The head and shoulders are straight from the front. If the head is tilted in any direction (backward, forward, sideways or skewed), this can cause problems for (automated) face.
If support is required then this may not be visible in the picture. This example can be avoided by the hand under the clothes.
6. Expression

To be a successful (automated) face to achieve it is essential that looks into the camera with a neutral expression and a closed mouth.
Broad smile and an open mouth is not allowed. That does not mean that there are surly or sullen look needs to be.
7. Glasses

No disturbing reflections from the perspective

Notes
When wearing glasses, the eyes are fully visible in the picture. This means that the frame and / or glasses, the eyes in no way should cover. Reflection in the lenses or on the frame should be avoided wherever possible. Is it not possible to avoid disturbing reflections, then take off the glasses.
8. Exposure

9. Positioning

The person in the photo in the center of the surface of the photograph. The head must be fully visible. Only individuals with a great hairstyle may prevent the hair not be displayed.
Exceptions
The Passport Regulations permit the following exceptions:
The applicant has shown that religious or philosophical reasons for covering the head. In such cases, the Guidelines are in the Photo Matrix acceptance criteria with the exception of category 4 APPEARANCE FACE 'head uncovered'
Based on objectively established physical or medical reasons by the applicant fails to meet all acceptance criteria in this photo array. In case of doubt the medical reasons, the applicant be required to submit a by a competent physician or medical institution signed declaration testifying.
The applicant is an infant, toddler or infant younger than six years. In such cases, the Guidelines are minimum requirements.
Ad 3: These are all the Photo Matrix acceptance criteria except:
Category 5 POSTURE 'eyes on a horizontal line, "head tilt" and "straight shoulders";
Category 6 EXPRESSION 'neutral expression', 'straight at the camera "and" mouth closed ".
