出生证明双认证两种途径？

我在网上看到出生证明双认证的事，在地区公证以后有两种说法，一种通过外交部的办事处交到荷兰使馆办，要几周时间，另一种说直接去荷兰使馆办，不到一周。大家知道是怎么回事吗？

地区公证以后 ,go to your foreign affair office to proceed  the first authentication(China,normal:3day;emergency:1day;of course you should pay more money),then you can go to the dutch embassy to proceed the second authentication(Holland,3-4days).Your case can't  be accepted by dutch embassy if you don't have the first authentication!
