sure if:

- you have a Dutch passport or have a full-time job or other status that can entile you a residence permit; a parttime phd itself does not entitle you a residence permit.

and

- there is full professor who is willing to supervise you on your proposed topic; most of professors will be reluctant to do so because your productivity will be much lower than a fulltime phd, unless your full time job in another organization is closely linked to the research projects.

and

- you have money. You are not counted as a university employee, most likely. There will be no salaries for you, and you may have to pay a one-off registration fee and fees for using the facilities in the university.

There are some PhD projects fully funded by companies, OIO for instance. Some of those PhDs effectively work full time for their companies while visit university one day a week.

Does anybody know whether there is certain chance finding a part time PhD in Electrical Engineering?

I think I met the 1st and 3rd requirement, so, is there any chance to find a professor?
