Practical guide to extending your Dutch student residence permit

(April 2004)








If you are a national of a non-EU country, and you are spending more than three months in the Netherlands in order to study, then you will need a residence permit. This is a little credit card-sized document which confirms that you may legally stay in the Netherlands.



It looks like this:





Residence permits for the purpose of study are valid for only one year at a time. They have to be renewed annually. The expiry date can be found on the front of your residence permit (‘geldig tot’).



About three months before your student residence permit expires, you will usually receive a letter from the Immigration and Naturalization Service (IND) in Zwolle, advising you to renew your residence permit. This letter is about ten pages long and is written entirely in Dutch. In the subject line, you will see the words ‘verblijfsvergunning vervalt’, which means ‘residence permit expires’.







This practical guide aims to help you to fill in the form to renew your student residence permit.



Please note that this guide does NOT have an official status; it is purely a help tool. (See footnote on page 6.)  








Downloading the application form for renewal



If you received the reminder letter from the IND, it contains an application form to renew your residence permit.[1] Some of your personal details will already be filled in on the first page of the form. The application form is also available for download on the website of the IND. You can then print it yourself. This practical guide is based on the blank application form available on the website.



You can find the form as follows:

Go to the following Internet page: http://www.ind.nl. Click on the first of the three buttons: ‘Verblijfwijzer’ (residence wizard). Then click on ‘Brochures’, and then on ‘Formulieren’ (forms). Scroll down and click on the form ‘Aanvraag verlenging verblijfsvergunning’. This is the application form you need. Print the form.

Waarom dit formulier?  -  purpose of this form



Note that this form may only be used when asking for a simple extension of your residence permit, without any changes (i.e., you must be continuing your studies, neither your study programme nor your educational institute may have changed). In other words, if you would like to apply for a different residence permit than the one you had, then you cannot use this form. Call the IND in order to ask what to do in this situation (phone number: see p. 6)



Hoe vult u dit formulier in? – how to fill in this form



The application form comprises fourteen pages. It may not be necessary to complete every page. Which ones you have to fill in depends on your situation. You should complete a separate form for each person whose residence permit needs to be renewed. Where applicable, you should therefore complete a separate form for your spouse or partner and each child.



Once you have completed all sections of the application form, you should attach the photograph and sign in the space provided. Enclose all relevant documentation with your application.



Kosten voor aanvragen – application fee

The renewal of a residence permit usually costs 285. Do not send any money with your application. When your application has been received by the IND, they will send you a letter asking you to pay. Attached to the letter is an ‘acceptgiro’, a credit transfer slip. To pay the IND, simply enter your bank account number in the space provided on the slip, sign it and send it to your bank. Alternatively, take the form to your bank or any post office and pay in cash over the counter. No other payment options are available. Your application will only be dealt with once payment has been received. If your application is refused, the money is non-refundable.



Hoe dient u deze aanvraag in? – how to submit the application

The residence permit renewal procedure can take a long time. The IND recommends that you submit your renewal application at least eight weeks before you current permit expires. Delays in the renewal process could affect your immigration status and, in the worst case, might even mean that you have to leave the Netherlands.

[1] It may happen that you do not receive such a reminder letter from the IND, for whatever reason. Please note that it is your own responsibility to make sure that you have a valid residence permit at all times. So even if the IND does not remind you, you need to take action to have your residence permit renewed.

The lower part of page 1 is where you formally ask for your residence permit to be extended and declare that the information you have entered in the rest of the application form is correct. By signing you also accept that your personal details will be dealt with in accordance with the law and that you will keep the IND informed of any changes in your circumstances.

Verklaring omstandigheden – declaration of personal circumstances

Here, the form asks you to make certain declarations concerning your personal circumstances. If your personal circumstances have not changed since you applied for your current residence permit, you should tick the first option and continue with the rest of the form.



You must inform the IND of any changes in your circumstances that could affect your immigration status or your right to stay in the Netherlands. The changes that you can enter on the form include:



·        Changes in your family situation:

o       you have got married;

o       you are in a new relationship;

o       your marriage or relationship have ended;

o       you (or your partner) have had a baby;

o       a death has occurred.

·        Your financial situation has changed.



Documentary evidence of these changes is required and should be included in all cases.

Verklaring antecedenten – criminal record

This page is a declaration that your criminal record has remained clean since you applied for your current residence permit. If your record is clean and you are not being investigated for any criminal behaviour, then you should indicate this by ticking the first option.



If, for any reason, you cannot make this declaration, you should tick the second box and explain why. Giving incorrect information could jeopardize your immigration status.

Doel van het verblijf in Nederland – reason for your stay in the Netherlands

Tick the ninth box: studie – study.



The following page provides you with details of the documentation you need to include with your application. An English translation of the text in the paragraph ‘study’ is given below.



Enclose the following documents with your application form:



·        A copy of your enrolment certificate from the university.

·        If you receive a student grant, a copy of the letter confirming the award of your grant.

·        If you or someone outside the Netherlands is paying for your study:

o       a copy of your bank statement showing the balance of funds available to you for the study year;

o       an original statement from the bank (copies are not acceptable) confirming the amount that is transferred monthly to the foreign student’s Dutch bank account.

·        If the study is being funded by someone in the Netherlands who is acting as your guarantor:

o       ask the person acting as your guarantor to complete the guarantee declaration on page 14 (bijlage garantverklaring);

o       documentary evidence that your guarantor (and, where applicable, your guarantor’s spouse or partner) have sufficient means to pay for your  study. Further details of which documents are acceptable can be found on page 9 under the heading ‘Bewijsstukken inkomen’;

o       an original copy of an entry in the population register confirming the address and the family details of your guarantor. Your guarantor can obtain this from his local town hall by asking for a ‘gezinsuittreksel’;

o       a copy of every page of any passports and residence permits held by your guarantor and, where applicable, his or her spouse or partner.

Overige documenten / Identificatie additional documents / identification

Enclose the following documents with your application:

·        A copy of your health insurance certificate showing that you are covered for illness in the Netherlands.

·        A copy of every page of your valid passport or other valid travel document. If you do not have a valid travel document, you must enclose a letter explaining why.

·        A copy of the front and the back of your current residence permit.





Fotokaart – photograph form

This is asking you to complete the photograph form. The photograph form should constitute the last page of the application form. In case you do not find it there, then you can find it as a separate document on the  IND-website. Go to the same page where you downloaded the application form (see description on page 1 of this guide) en click on the last item, “Bijlage fotokaart”.



Enter the following information in the spaces provided on the photograph form:



Naam                           Enter your name

Geboortedatum            Enter your date of birth

Nationaliteit                 Enter your nationality

V-nummer          Enter your ‘V number’ (on your current residence permit)



Attach a passport photograph to the form in the space marked with blue lines. The Dutch authorities are quite strict about passport photographs. In brief, you must have the photograph for your residence permit taken by an authorized photographer in the Netherlands. Most high street photographers will provide this service for you. If necessary, show the photographer the requirements stated on the form.



In brief, the main requirements are:

·        photographs must be original and unused;

·        photographs taken in automated photo booths will be rejected;

·        your eyes must be visible; if you wear glasses, they must not cause reflections;

·        dark glasses are only permitted for medical reasons (evidence will be required);

·        your head must be uncovered except for medical or religious reasons.



Sign the form in the large white square. Use a black pen.

Taal van bij te voegen documenten – language of required documents

All documentation relating to your application must be in Dutch, English, French or German. Documents in any other languages will have to be translated into Dutch by a sworn translator (‘beëdigd vertaler’).





Wat gebeurt er met uw aanvraag? – what happens with my application?

You will be sent a letter when your application has been processed explaining how to transfer the fee, and later where you need to go to collect your new residence permit.

If you require further guidance with the form, you should contact the international students’ office at your university. Although they are not immigration experts, they may be able to help you with questions about the form. If you have more specific questions about your situation, you should contact the IND information line on 0900 – 1234561 (0.10 per minute). The line is open on weekdays from 09:00 to 17:00 hours. When calling from abroad, dial +31 20 889 3045 (normal international charges will apply). General information can also be found on the IND website at www.ind.nl.





Pages 9 (Bijlage bewijsstukken inkomen) through 13 (Bijlage bewustverklaring geestelijk voorganger) are not relevant for students.

Bijlage garantverklaringguarantor’s declaration

If someone is acting as your guarantor (i.e., your study is being funded by someone in the Netherlands), you should ask them to fill in the declaration on page 14. By signing this form, they declare that they accept liability for any costs that the State incurs because of your stay in the Netherlands. This liability lasts for five years or for the length of your stay, whichever is the shorter.
