Foreign employees moving to the Netherlands with their families have much to consider. Not only do they need to take care of their visas and permits, there are also a series of practical issues which need to be sorted and arranged. The shipping  of personal effects and identifying suitable helth insurance(s) are but two of the many additional issues which need to be considered and planned for. Preparing for this, knowing ahead of time what is needed, cannot hurt. Half the work is after all, in the preparation.

shipping of personal effects

Pearsonal effects can be shipped into the Netherlands tax free. This can be done under the following conditions: if the items have been in the possession of the employee for a minimum of six months before being shipped, and remain so for at least one year after being cleared through customs. A good start for this process is a good inventory of the items to be shipped, supported by proofs of purchase. Goods need to be declared at Dutch customs. In order for these to be cleared the following documentation will need to be presented: a rental or purchase contract; proof that the employee had been registered with the Municioal authorities (bewijs van inschrijving in the GBA); a copy of the employment contract, inventory and a copy of the employee's passport.

bank account

Most banks require a BSN (Burger Service Number-tax identification number) in order to open a bank account. Since this is dependent upon the completion of other formalities, it can be that a BSN has not yet been provided at the time an account needs to be opened. For highly skilled migrants for example, it is possible to open an account without a BSN-but this is not the case at  all banks. Insurances for personal liability and personal effects can be purchased at the same bank as well, which is of course useful to know. Again, the inventory list mentioned above is very useful for this purpose.

从上面的解读可以看出，开银行帐号通常情况下要BSN，但也有特例的。

之前有网友问过，他的情况是访问学者身份，没有拿到BSN，其实当时我就想过，很多大学与银行有直接联系的，也许可以直接办理。我当时的学校给我办理ABN YP，我ID都过期了，还在appeal期间呢，还是一样给我办的。

GBA-Gemeentelijke Basisadministratie

As mentioned, a BSN is issued following registration with the municipal authorities. In reality, everything starts with this one step. In order to complete this, two things are required: a copy of a rental or purchase contract and a legalized birth certificate. The latter can be complicated in some countries so it is advisable to start this legalization process in a timely fashion.

health insurance

Within four months of completing the above-mentioned procedures, foreign employees will be able, and are legally required, to acquire their own health insurance policy. Having an overseas health insurance policy is in most cases, regrettably, of no consequence. Several local insurance providers do have information of their products in English.

30% ruling

when a forein employee has been hired and possesses a skill or knowledge which is scarce in the Dutch market, they can be considered for the so-called 30% ruling. This ruling means that an employer can offer 30% ruling must take place within four months of the employee's arrival, with the Tax Authorities. If approved, which is the most probable case for highly skilled migrants, the ruling applies for a maximus of ten years.

对30% ruling很感兴趣，虽然本人不属于该群体。我再多去查查，暂时不多更新了，如果有30% ruling的信息我再多帖点。如果暂时没有，那也没办法了。
